On March 8, 2019, at the headquarters, Chairman and General Director of Chinfon Cement Corporation, Mr. Liu Chang I signed to ratify and issue newest version of the policy on Safety, Quality and Environmental Protection.

This policy demonstrates the strong commitment of Chinfon Cement Corporation in sustainable development, bringing benefits to all interested parties of the Company: customers, employees, investors, suppliers, state management agencies, credit providers, surrounding communities, etc.

Below is the full text of the policy:

SAFETY, QUALITY, ENVIRONMENTAL POLICY

Striving to become a sustainable developing enterprise, provide a better life for employees and community, the Management Board and the entire of Chinfon Cement Corporation's employees do commit to:

• Ensure consistent quality of products and services to meet customers requirements and strive to exceed their expectations;
• Ensure the safety and health of employees, including those of our contractors and relevant parties;
• Protect the environment, reduce emissions and wastes , prevent pollutions, use natural resources and energy sparingly, effectively, applying for all the Company’s activities, service and throughout the product life cycle;
• Comply with relevant quality, safety, environmental protection legislation as a minimum level of performance; to apply the hierarchy of controls to OH&S risks;

To achieve above commitment goals, we will:

• Promote awareness of the process approach and risk-based thinking;
• Provide safe and healthy working conditions for the prevention of work-related injury and ill health;
• Proactively elimination of hazards and reduction of OH&S risks through applying the hierarchy of controls to OH&S risks;
• Engage and consult with employees on day-to-day health and safety conditions;
• Provide the necessary skills, knowledge with adequate training and resources to accomplish safety, quality and environmental objectives;
• Maintain open and effective communication channels with our employees, contractors, partners, customers, and interested parties about their contribute and their impacts on safety, product quality and environment;
• Monitoring progress and reviewing quality, safety, environmental performance against targets and objectives on a regular basis ;
• Continually improve the management system, considering mitigate the risks and recognize the opportunities including its processes and interaction;

This policy will be reviewed yearly by the Management Board in consultation with employees’ representative, or when changes are made to integrated management system.
