According to Ministry of Finance, about 13 kinds of coal would be adjusted the price. However, there are different between the rate of reduction of the price between the normal consumers and the three biggest consumers cement, fertilizer and paper sectors.
To the normal consumers, the highest price coal (5a) will get the biggest reduction in price. The rate of reduction will be up to 9.5%, then the new price will be at 3.620 million VND/ton.
The second biggest reduction in price is the dust coal type 3b, the rate of reduction is about 8.5%, and the new price will be 2.300 million/ton. The price of dust coal type 3a will be reduced about 8%, falling to 2.450 million/ton, the price of coal type 1HG will reduce about 7.6%, at about 3.660 million VND/ton and the price of dust coal type 2HG will be reduced 7.7%, selling at 2.560 million VND/ton.
In the 13 types of coal, only the price of the types of dust coal 3a and 3b will still be equal to 91-92% of export price, the price of the other types will be about 90% of the export prices(except the price of dust coal type 3c will be equal to 89% of export price).
In this time of adjustion, the cheapest one (type 1a) will get the lowest reduction of sale price, reducing about 0.9% only, selling at 1.305 million VND/ton.
Arccording to the current applying policies, coal price in domestic market, except the one applying for the power sector, has been based on the market mechanism and equal to 90% of export price. The major reason of this time of reduction is the export price of coal has been reducing about 20-40% during the two latest quarters.
Currently, only coal price applying for the power sector is lower than the production cost, and the adjustment of the coal price for the power sector will depend on the adjustment of the sale price of electricity. The Central Government has requested that the roadway of getting coal price applying to the power sector approximately with market price must be completed in 2013.
For this target, since September 15, 2012, the coal price applying for the power sector has been increasing about 28-40%, equal to 70% of prodution cost in 2011, and it is expecting to continually increase in the coming time.
